I noticed that we don’t see Garcia’s face clearly. All the images are from the side.
There are some perspective issues when they are shaking hands.
Finally, they went from, “No, you can’t see him.” With the Senator getting stopped by the military 2 miles from the prison, to sitting and having drinks in a nice location.
This looks faked to me. If not the images themselves, then in the setup.

One science fiction author I’m a fan of, Neil Asher, invented a race called the Prador. Generally an unsavory species (well, they taste like crab, but nasty company generally), but one interesting feature of their society is that any evidence of, say, a crime, must be given by eyewitnesses. (Eyestalkwitnesses? Whatever.) It had just become too easy to fake whatever digital “evidence” one wanted in a nearly perfect fashion.
Seems to me, we’re about 90%+ of the way there right now, for audio as well as visual fakes let alone static images. I wonder if we’re going to see a resurgent mandate of paper records, signed in ink with ballpoint pens, for important legal documents.
