Looks like they’re counting IN as unrestricted even though our law doesn’t take effect for another week.
@Birdog357: The graph is through 2023, not 2022. I missed that on first viewing.
From a legal perspective, “may issue” is gone.
At an individual citizen’s level, maybe not quite yet (although NJ and CA have dropped that restriction already). The MA SJC has been ignoring Heller and MacDonald for a decade.
